Notice on carrying out the fourth batch of smart photovoltaic pilot demonstration activities
 
In order to accelerate the progress of smart photovoltaic technology and industry applications, promote the deep integration of energy technology with modern information, new materials and advanced manufacturing technology, and comprehensively improve the quality and efficiency of the development of China's photovoltaic industry, according to the "Smart photovoltaic Industry Innovation and Development Action Plan (2021-2025)" (Ministry of Industry and Information Technology (2021) No. 226) work deployment, The Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration decided to organize the fourth batch of smart photovoltaic pilot demonstration activities. Notice of relevant matters is as follows:
 
First, pilot demonstration content
 
(1) Support the cultivation of a number of smart photovoltaic demonstration enterprises, including enterprises that can provide advanced and mature smart photovoltaic products, services, system platforms or overall solutions.
 
(2) Support the construction of a number of smart photovoltaic demonstration projects, including the application of smart photovoltaic products, the integration of 5G communication, big data, the Internet, artificial intelligence and other new generation of information technology, to provide users with smart photovoltaic services projects.
 
(3) Give priority to the direction
 
1. Light storage fusion. The application of new energy storage technologies and products to improve the stability of photovoltaic power generation, grid friendliness and absorption capacity, including photovoltaic DC systems, optical storage microgrids, rural optical storage and charging systems, portable optical storage products and other directions.
 
2. Building photovoltaic. Including photovoltaic as a building roof, curtain wall or shading and other building components organic combination with the building, photovoltaic power generation and building electricity load matching building photovoltaic projects.
 
3. Transportation applications. Including in highway passenger and freight hubs, highway service areas (parking lots), gas stations, port terminals and other scenarios, the construction of "distributed photovoltaic + energy storage + microgrid" transportation energy system, to achieve a high proportion of green electricity self-use.
 
4. Agricultural and rural applications. In production scenarios such as facility agriculture, large-scale farming, and primary processing of agricultural products, we will develop a complementary ecological composite model of agriculture and light, and give priority to supporting eligible photovoltaic poverty alleviation projects.
 
5. Photovoltaic green. It includes green design and green manufacturing of photovoltaic products, recycling and reuse of retired photovoltaic modules, remanufacturing of photovoltaic components, photovoltaic "carbon footprint" evaluation and certification, photovoltaic supply chain traceability system and other directions.
 
6. Critical information technology. Including intelligent scheduling of photovoltaic systems, intelligent operation and maintenance, as well as communication and information systems for intelligent photovoltaic systems, flexible power electronics, intelligent microgrids, virtual power plants, industrial software, industrial robots and other directions.
 
7. Advanced photovoltaic products. Including high efficiency crystalline silicon solar cells (conversion efficiency of more than 25%), perovskite and laminated solar cells, advanced thin film solar cells, and related industry chains supporting high-quality, highly reliable, low-cost equipment and materials.
 
8. New facilities and empirical testing. It includes intelligent photovoltaic systems for new infrastructure such as data centers and 5G, and photovoltaic applications and empirical tests for typical scenarios such as extreme cold, extreme heat, high humidity, low irradiation, and high salt spray.
 
2. Declaration conditions
 
(1) Demonstration enterprises
 
The main applicants are product manufacturing enterprises, system integration enterprises, software enterprises, service enterprises, photovoltaic module recycling enterprises, etc., in the field of smart photovoltaic, and meet the following conditions:
 
 
 
2. Have a strong ability of independent innovation, has mastered the key core technology in the field of intelligent photovoltaic;
 
3. Has provided advanced and mature intelligent photovoltaic products, services or systems;
 
4. Have a high level of intelligent manufacturing and green manufacturing;
 
5. Form a clear smart photovoltaic business promotion model and profit model;
 
6. Have rich experience in the construction of smart photovoltaic projects.
 
(2) Demonstration projects
 
The subject of the declaration is the project organization and implementation unit, which can be the relevant application unit, manufacturing enterprise, the park where the project is located, the third-party integration service agency, etc. The relevant unit and the project should meet the following conditions:
 
1. A smart photovoltaic application or service system with characteristic service content and close to the actual development of the region has been built;
 
2. Use no less than 3 types of smart photovoltaic products (in principle, provided by enterprises that meet the "photovoltaic Manufacturing industry specification Conditions") or services to provide large-scale (centralized 10MW or more, distributed 1MW or more) smart photovoltaic services; For a single project of intelligent photovoltaic and building integration application in the field of buildings and towns, as well as highway service areas and gas stations in the field of transportation applications, the installed capacity is not less than 0.1MW;
 
3. Photovoltaic system installed on the building, should have emergency automatic power off function, and firmly connected with the building body, to ensure structural safety, fire safety and no water leakage;
 
4. With flexible service expansion capabilities and long-term operation capabilities, with independent innovation, sustainable operation and profitable innovation model, with continuous improvement of service capabilities and rich service content development planning.
 
3. Organization and implementation
 
(1) The reporting unit shall strictly follow the requirements of the notice and the format of the annex (which can be downloaded on the official website of the Ministry of Industry and Information Technology), standardize the smart photovoltaic pilot demonstration declaration, and submit the application materials to the local provincial industrial and information authorities.
 
(2) The provincial industrial and information technology departments shall conduct field visits and expert reviews together with the housing and urban and rural construction, transportation, agriculture and rural areas, and energy departments, recommend enterprises and projects according to the evaluation results, and issue recommendation letters.
 
(3) No more than 5 demonstration enterprises and no more than 8 demonstration projects recommended by provinces, autonomous regions and municipalities directly under the Central government; No more than 3 demonstration enterprises and no more than 5 demonstration projects are planned to be recommended by Shanli City and Xinjiang Production and Construction Corps. The number of demonstration enterprises and projects recommended by various localities shall be strictly controlled, and those exceeding the recommended number shall not be accepted.
 
(4) The competent departments of industry and information technology are requested to exchange the recommendation letter together with the application materials (paper version in duplicate and electronic disc) to the Ministry of Industry and Information Technology (Electronic Information Department) through EMS or confidential information before December 11, 2023.
 
(5) The Ministry of Industry and Information Technology, together with the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration to select the declared enterprises and projects. The results of the selection will be publicized to the public on the official website of the relevant departments and relevant media, and the enterprises and projects that have no objection to the publicity will be officially released.
 
Management and incentive measures
 
(1) The Ministry of Industry and Information Technology, together with the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, will increase the publicity and promotion of demonstration enterprises and demonstration projects, enhance the influence of pilot demonstrations, and expand the demonstration effect. Organize the evaluation and assessment of demonstration enterprises and projects, and dynamically adjust the list of smart photovoltaic pilot demonstration.
 
(2) Encourage government departments at all levels and all sectors of society to increase support for pilot demonstration work, support demonstration enterprises to become bigger and stronger from various aspects such as policies, standards, projects and resources, and support the construction and promotion of demonstration projects.
 
(3) Demonstration enterprises and demonstration projects should implement the "Smart Photovoltaic Industry Innovation and Development Action Plan (2021-2025)", strive to establish industry benchmarks, play a demonstration role, and accelerate the application and promotion of advanced products, technologies, and models.
