I. General requirements
 
(1) Guiding ideology
 
We should strike a balance between development and emission reduction, between overall and local goals, between long-term and short-term goals, and between the government and the market. To deepen the supply-side structural reform as the main line, to optimize and upgrade the industrial structure, promote energy conservation and carbon reduction across the industrial chain, promote the recycling of resources, strengthen technology research and development and application, and strengthen the construction of green manufacturing system as the focus, promote high-end, intelligent, and green development of the industry, and ensure that the target of carbon peak is achieved on schedule.
 
(2) Basic principles
 
Proceed in an orderly manner. Overall consideration of the relationship between the carbon peak work and the smooth operation and high-quality development of the non-ferrous metal industry in our province, the layout of work priorities in stages, ensuring effective supply, maintaining the security of the industrial chain and supply chain, adhering to the priority of energy conservation, implementing total volume control, and promoting the carbon peak work in a scientific and orderly manner.
 
Adhere to key breakthroughs. Strengthen the whole process, the whole process of carbon emission reduction concept, focus on the key links of aluminum, zinc, magnesium and other high energy consumption, high carbon emissions of bulk varieties, standard national and industry access standards, reasonable control of non-ferrous metal smelting capacity and energy consumption, carbon emission increase, drive the industry energy efficiency and carbon emission level.

(3) Main objectives
 
During the "14th Five-Year Plan" period, the industrial structure and energy use structure of non-ferrous metals in our province were significantly optimized, the promotion and application of green and low-carbon technologies in the production of non-ferrous metal products made important progress, the energy consumption and carbon emission intensity of key varieties such as electrolytic aluminum, magnesium and zinc were further reduced, and the supply of recycled metals accounted for more than 24%. The proportion of production capacity above the benchmark level of energy efficiency of lead and zinc smelting has reached more than 30%, and the production capacity below the energy efficiency benchmark level of aluminum, lead and zinc industries has basically been eliminated.
 
During the "Fifteenth Five-Year Plan" period, the energy use structure of the non-ferrous metal industry in our province has been greatly improved, the energy consumption of key varieties has reached the international advanced level, the proportion of recycled metal supply has continued to increase, the research and development and application of low-carbon technology in the industry has achieved major breakthroughs, the industrial system of green low-carbon and circular development has been basically established, the industrial layout is more reasonable, and the industrial structure has been significantly optimized. Ensure that the non-ferrous metal industry can achieve carbon peak by 2030.
 
2. Key tasks
 
1. Improving and upgrading the industrial structure
 
1. We will optimize the spatial distribution of industries. Strengthen the provincial territorial spatial planning and the overall control of the "three lines, one order" ecological environment, focus on optimizing the spatial layout of non-ferrous industries, guide the efficient and intensive development of the industry, and build a number of non-ferrous metal industrial clusters. Focus on promoting the development of advanced metal materials based on titanium rare metals in Xi 'an and Baoji, and strive to build the core area of Guanzhong new material industry. With Yulin and Tongchuan as regional centers, it supports the vigorous development of advanced metal materials such as aluminum and magnesium alloys. Promote Weinan, Shangluo combined with their own resources and market advantages, actively develop molybdenum, vanadium, zinc based advanced metal materials and rare and precious metal deep processing industry, to achieve non-ferrous metal materials industry differentiation, characteristic development. Strengthen policy guidance, establish a market-oriented and legalized long-term mechanism, prevent blind expansion of lead and zinc smelting capacity, and standardize the orderly development of industrial silicon and magnesium industries. Make full use of the absolute advantage of raw magnesium production, high starting point to plan the overall layout of raw magnesium smelting and high-end magnesium alloy product processing industry. We will implement the guidance catalogue for industrial restructuring, strengthen the orientation of carbon emission reduction, and use comprehensive standards to promote the withdrawal of backward production capacity in accordance with laws and regulations. Reasonable control of new capacity in the non-ferrous metal smelting industry, new, reconstruction, expansion of smelting projects must meet the industry standard conditions, and meet the energy efficiency benchmark level. Strengthen industrial coordination and coupling, encourage the cluster development of primary and regeneration, smelting and processing industries, and establish a coordinated development model of energy conservation and carbon reduction by reducing the logistics and transportation of intermediate products, promoting short-process processes such as direct alloying of aluminum and water, and sharing steam in parks or power plants, so as to reduce overall carbon emissions. Accelerate the construction of complementary chain, strong chain and extended chain projects in the industrial chain of non-ferrous metal new materials, and create a distinctive and advantageous industrial chain. Focus on the development of high-end metal structural materials based on titanium, magnesium, aluminum, zinc and other alloys, build titanium alloy, aluminum magnesium alloy two billion industrial chain, cultivate high-quality "chain master" enterprises. Strengthen the competitive advantage of titanium, molybdenum and other rare metal varieties, and support the expansion of high-end titanium materials, titanium products, molybdenum chemical industry, molybdenum metal products and other fields.
