In order to accelerate the development and innovation of new materials, guide and promote the industrialization and large-scale application of key new materials, and achieve the high-quality development of the new materials industry, the following measures are hereby formulated.
First, we will increase support in key areas
This measure focuses on supporting new materials such as functional membrane materials, high-performance metal materials, advanced semiconductor materials, biological materials, micro and nano materials.
(1) In the field of functional film materials, focus on the development of optical display film, flexible circuit board base film, photographic film for circuit boards, solar photovoltaic packaging film and battery film, liquid separation film, gas separation film and special separation film, flexible display film, thin optical film, anti-fog anti-virus medical protection film and other multi-functional polyester film.
(2) In the field of high-performance metal materials, focus on the development of high-performance aluminum alloy, power battery aluminum foil, high-temperature alloy, special alloy and other high-end alloy materials, rare earth permanent magnet, soft magnetic and other high-end magnetic materials, semiconductor solder, high-end alloy solder and other high-performance welding materials.

(5) In the field of micro and nano materials, focus on the development of single-layer graphene oxide, graphene sensors, high-flexible and high-thermal graphene heat dissipation materials for aerospace, graphene heating materials for vehicles, graphene modified fibers and other multifunctional composite materials, graphene-based carbon fibers, aerogel powders (particles), inorganic micro and nano high temperature sealing materials.
Encourage enterprises in the above-mentioned key support areas to invest in fixed assets by means of bank loans, bond financing, etc. For industrial projects with actual total investment (excluding land, plant, used equipment, etc.) reaching more than 20 million yuan, discount interest subsidies will be granted at an annual interest rate of no more than 1% according to the actual loan amount. The maximum amount of discount subsidy for a single enterprise each year shall not exceed 10 million yuan. Encourage new material enterprises to declare and undertake all kinds of national, provincial and municipal major scientific and technological innovation projects, solve the "neck" technical problems in the field of new materials, and grant subsidies to national and provincial major scientific and technological innovation projects according to the standard of 25% of the actual amount of national and provincial subsidies, and the maximum amount of funding is not more than 5 million yuan; For competitive municipal major scientific and technological innovation projects according to the research and development investment and output performance, the municipal level to grant up to 3 million yuan; For major scientific and technological innovation projects implemented in the form of merit-based commissioning, a maximum of 10 million yuan will be granted. Encourage leading enterprises in new materials to establish research and development institutions, create provincial technology innovation centers and manufacturing innovation centers, lead the formation of innovation consortials, integrate upstream and downstream resources, and carry out collaborative research in the industrial chain. We will encourage the use of cutting-edge technologies such as material genetic engineering to develop new materials. Strengthen the construction of proof of concept centers in the field of new materials, and promote local trading, local transformation, and local application of scientific and technological achievements. Third, accelerate the first batch of new materials promotion and application
Implement the national insurance compensation mechanism for the first batch of new materials and the relevant policies on the first batch of new materials for the first batch of manufacturing industry in Zhejiang Province (set) upgrading project. For the new material insurance projects that meet the "Hangzhou Key New Materials First Batch of Demonstration Application Guidance Catalogue", the insurance compensation shall be provided according to 90% of the actual premium of the first year (the actual insurance rate shall not exceed 2%), and will decrease by 10 percentage points year by year from the next year, the annual compensation amount shall not exceed 3 million yuan, which can be supported for a maximum of 3 consecutive years; The first batch of new materials that have received national and provincial premium subsidies or the first equipment (set) materials that have enjoyed insurance compensation policies will no longer enjoy the first batch of new materials insurance compensation policies in the city. For the first batch of new materials identified by the provincial level, the application project with cumulative sales of 1 million yuan and above in the first year will be given a one-time reward according to the standard of no more than 10% of cumulative sales in the first year, and the reward amount will not exceed 3 million yuan. The same first batch of new materials shall not enjoy insurance compensation, application incentives and provincial recognition incentives at the same time. The products selected in the first batch of national, provincial and municipal key new materials application demonstration guidance catalogue will be included in the Hangzhou Quality Product recommendation catalogue. Implement prudent and inclusive industrial (regional) access and regulatory policies for new material enterprises and projects, actively support enterprises and projects that develop and produce key strategic new materials and cutting-edge new materials in terms of industrial positioning, project landing, policy support, and implement scientific and accurate management in terms of energy consumption, safety, and environmental protection. According to the relevant requirements of ecological protection red line, environmental quality bottom line, resource utilization line and ecological environment access list, the three types of industrial land are mainly adjusted to provincial chemical parks through spatial planning adjustment and optimization, to meet the landing needs of chemical new material projects. 7. Strengthen organizational leadership
Implement the "chain length system" of the industrial chain, and the municipal government leaders are responsible for the chain length, and the relevant municipal departments are responsible for the promotion of the industrial chain and the implementation of supporting policies according to their respective responsibilities, and promote the construction of the new material industry ecosystem. New materials industry chain "chain long system" under the work of the special class office (located in the Municipal Bureau of Economy and Information Technology), responsible for the relevant districts, counties (cities) and departments of the work of the promotion of comprehensive evaluation and supervision; Study and analyze industry trends, and put forward industrial policy suggestions; Optimize the operation and monitoring of the industrial chain, establish a regular enterprise service mechanism, organize upstream and downstream docking activities of the industrial chain, and create a good industrial ecology.
This measure will come into effect on August 25, 2023, and be valid until December 31, 2025, with the Municipal Bureau of Economy and Information Technology taking the lead in organizing the implementation.
