Ge Honglin, member of the Standing Committee of the 13th National Committee of the Chinese People's Political Consultative Conference, Secretary of the Party Committee and President of the China Non-Ferrous Metals Industry Association, pointed out in his speech that China attaches great importance to the green, low-carbon and circular development of non-ferrous metals, especially in recent years, the "Carbon Peak Action Plan before 2030" issued by relevant state departments clearly points out that it is necessary to accelerate the development of renewable non-ferrous metals industry and increase the production of recycled non-ferrous metals. The "Implementation Plan for carbon peaking in the non-ferrous metal Industry" clearly requires that the supply of recycled metals accounts for more than 24% in 2025. China's renewable non-ferrous metal industry actively responds to the national "double carbon" strategy, grasping the national policy support opportunities, based on the new stage of industrial development, comprehensively implementing the new development concept, and constantly improving understanding, accelerating action, and continuously showing results. First, the renewable non-ferrous metal industry has become an important force for resource security in our country. Second, the renewable non-ferrous metal industry has become a new force to achieve the goal of "double carbon" in China; Third, scientific and technological innovation has promoted the high-quality development of the recycled non-ferrous metal industry; Fourth, scientific and technological innovation has promoted the high-quality development of the recycled non-ferrous metal industry.
Ge Honglin said that at present, China's non-ferrous metal recycling system has been basically completed, but it is also necessary to sobering up to the fact that the world has not undergone major changes in a century, and the green and low-carbon development is profoundly affecting the global renewable non-ferrous metal industry. China's renewable non-ferrous metal industry is also facing challenges such as insufficient resource security, low-end overcapacity, urgent breakthrough in key technologies, weak consumption growth, and incomplete green and low-carbon technology system. In order to promote the high-quality development of the recycled metal industry, Ge Honglin put forward four suggestions:
First, focus on resource security and consolidate the cornerstone of industrial development. It is necessary to make full use of domestic renewable resources, cultivate a number of integrated large-scale recycled copper and aluminum processing and distribution centers, promote standardized recycling and fine sorting of waste non-ferrous metals, and improve the level of grade-protection utilization; It is necessary to make efficient and intensive use of low-grade ore, comprehensively utilize complex co-associated ore, further improve the comprehensive utilization efficiency and level of smelting slag, avoid the waste of valuable metals, and make good use of renewable resources. At the same time, expand the imported varieties, and further consolidate the raw material support capacity.
The second is to focus on high quality and efficiency to improve the level of industrial modernization. China's renewable non-ferrous metal industry should realize the transformation from extensive to intensive, carry out more flexible and effective market-oriented mergers and acquisitions, promote structural adjustment and layout optimization, and deepen the collaborative development of "primary - regeneration", "processing-regeneration", "environmental protection - regeneration"; It is necessary to realize the transformation from simple utilization to fine application, guided by national strategic needs, give play to the two-way interaction of demand pulling supply and supply creating demand, and develop terminal and near-terminal recycled products with higher added value; It is necessary to realize the transformation from traditional production to modern production, accelerate the digital and intelligent transformation of the recycled non-ferrous metal industry chain according to the conditions, promote the construction of digital trading platforms and intelligent transformation of enterprises in the main industrial agglomeration areas, improve the level of fine management, and achieve cost reduction and efficiency increase.
Third, strengthen international cooperation and expand new space for development. China's non-ferrous metal industry will make full use of the "Chinese experience" and "China model" such as developing a circular economy, creating a national urban mineral demonstration base, as well as the comparative advantages of recycled non-ferrous metal equipment, technology, talents, etc., to "go global" at a high level, and cooperate to build recycled non-ferrous metal projects, parks, industrial chain supporting facilities, and environmental governance in the "Belt and Road" countries. More planning maps will be transformed into real maps, and concrete actions will be integrated into local economic construction. At the same time, adhere to a high level of "introduction", learn from the world's advanced renewable non-ferrous metal development concepts and technologies, and jointly promote the high-quality development of the global recycled metal industry.
The fourth is to enhance industrial services and help open up industrial "blocking points". The Recycled Metal Branch of the China Non-Ferrous Metals Industry Association should constantly innovate working methods, improve service capabilities, gather the strength of all parties, and open up the policy "blocking point". While actively providing advice and suggestions to the relevant state departments, the voice of the recycled non-ferrous metal industry is well issued to create a more favorable development environment, strive for more favorable fiscal, tax, financial, investment, price and other support policies, build a more perfect standard system, and promote the creation of a fair, open and just market environment.
